Building Your Capacity
The Human Capital Resource Center provides professional learning opportunities and resources to assist education leaders in making decisions about finding, supporting, and elevating people working in districts and schools. Our free resources are designed to help educators develop human capital expertise and gain a deeper understanding of the national human capital standards and the alignment with Ohio’s policies and practices.
Ultimately, we want to help elevate the education profession, strengthen the educator pipeline, and ensure every Ohio student has access to excellent educators.
Why Human Capital in Education?
Educators are a school’s single greatest asset.
That’s why having the right people matters. The Ohio Department of Education & Workforce believes in the power of school and district employees to change the lives of students.
For this reason, districts and schools must have caring, effective, and committed educators in their schools and classrooms.
This starts with an effective human capital management system (HCMS) designed to:
Ensure students are served by quality educators and staff who are engaged, supported, and actively growing in their profession.
Create an optimal learning environment for students by reducing shortages, increasing retention, and building supportive partnerships.
Build a diverse team of educators, staff, and building leaders to support students and address equity gaps.
Increase efficiencies by reducing issues and improving human capital processes related to staff discipline and absenteeism, legal fees, and grievances.
To support Ohio districts and schools in this journey, we have created the Human Capital Resource Center (HCRC).
Who Are Human Capital Leaders?
Everyone who plays a role in recruiting or retaining educators is a human capital leader in education. Finding the right people, developing and supporting them, and helping them to continuously improve is essential to students’ success and creating a positive learning environment. Your role as a human capital leader helps to establish the foundation for your organization’s human capital management system.
All district and school employees have the opportunity to make a difference and empower Ohio's students.
Human capital includes the knowledge, skills, and unique characteristics and attributes that influence a person’s ability to be an effective and productive employee.
The collective impact of educators’ capabilities makes a meaningful difference for students. Educators include all employees in schools and districts—from superintendents, principals, and teachers to school counselors, librarians, bus drivers, cooks, and custodians.
To do this work successfully, human capital leaders across the P20 continuum must work together.
This includes PK–12 school districts, higher education institutions and other educator preparation programs, professional associations, and regional and state agencies that better prepare Ohio educators to effectively teach and support all students.

Human Capital Advisory Team
The development of Human Capital Resource Center has been guided by a statewide Human Capital Advisory Team, which includes representatives from Ohio schools and districts, professional associations, institutes of higher education, educational service centers, and other partners.
